Christopher James Wren
Christopher James Wren, known by all as “CJ”, retired from the Phoenix Police Department in December of 2024, after
spending 27 years as a Sworn LE Detective. He is now taking his expansive and diverse skill set, based formatively in
Intelligence, Terrorism, Threat Assessment and Threat Mitigation into the private sector as a consultant, contractor and
public speaker.
C.J. was a member of the Phoenix Police Department since 1998. In February 2003, he was selected to a team of three members
of the Phoenix PD, with the mission to build the Unified Command Homeland Defense Bureau. In 2004, he was chosen as one
of 17 Phoenix officers who were cross-deputized as United States Marshals to carry out Law Enforcement functions anywhere
in the country.
In 2013, Det. Wren created and developed Arizona’s Statewide Threat Assessment & Mitigation Program (S.T.A.M.P.), that
allowed Law Enforcement and other statewide Threat Investigators to assess, share and manage threats made in Arizona. In
2019 the Department of Public Safety and Phoenix Police Department formally recognized the program and designated CJ as
the first Program Manager of S.T.A.M.P.
In 2013, Detective Wren created and developed Arizona’s Statewide Threat Assessment & Mitigation Program (S.T.A.M.P.). This program allowed law enforcement and threat investigators across the state to assess, share, and manage threats made in Arizona. In 2019, the Department of Public Safety and Phoenix Police Department formally recognized the program and appointed C.J. as its first Program Manager.
Detective Wren has been an active member of the Association of Threat Assessment Professionals (ATAP) for 24 years. He served as the Arizona Chapter President from 2014–2018, the Desert Southwest Chapter President from 2023–2024, and has been the National Conference Committee Chair of Law Enforcement Scholarships since 2016.
In March 2022, C.J. accepted a position as a Senior Consultant with SIGMA, a RAPTOR Company. With his extensive background in Behavioral Threat Management, he has trained tens of thousands of adult learners, both virtually and in-person, across the United States.
Earlier in his career, in 2006, Detective Wren was assigned to create the Public Outreach Section from the ACTIC as the Public Sector Liaison. He served in this role until 2010 and received a commendation from the U.S. Department of Homeland Security, which recognized the program as “a model for the rest of the country to follow.”
In March 2000, he also developed the On-Site Prostitution and Identification System (O.S.P.I.S.), a program used in several major U.S. cities. It tracked false identifications and travel patterns of “circuit prostitutes” and was credited with identifying and rescuing several underage girls who had been kidnapped and forced into prostitution.
Beyond law enforcement, C.J. has private security leadership experience. He served as a Security Supervisor for the 1996 Olympic Games in Atlanta and later became the youngest Director of Security in Hyatt Hotels history, serving from 1996–1998 at the Hyatt Regency in Phoenix.
C.J. also served honorably in the United States Marine Corps for four years. In 1995, as Corporal Wren, he was awarded the Navy & Marine Corps Achievement Medal for “Excellence in Leadership,” which remains one of his lifetime highlights.
